Wheeler and signed by him). The prisoners are handcuffed to each other. The number of the Sikh policeman on the right is number 3[..]. The policeman next to him, wearing a typical British police uniform, is number 118. The SMP symbol is on his helmet. The policemen's capes are draped on their shoulders.

Prisoners in cangue probably theives with their sins set out for everybody to read. Notice the English, Sikh & Chinese policemen, all in winter uniform of course. The prisoners also appear to have some old European clothing not the usual type by any means / C
