This photograph is probably by Charles Frederick Moore – as listed in his 1873 catalogue as ‘W1: Hang-chow Bay – Custom’s Cruiser “Che-kiang”, surveying in Hang-chow Bay’. The crew are posed as if at work, including shooting a sextant and ‘surveying’ with a telescope. The sedan chair lashed to the cruiser might be the photographer’s portable darkroom, as described by Thomas Hanbury - see https://visualisingchina.net/blog/2019/12/05/charles-frederick-moore-1837-1916-a-photographer-in-china/.
